Why this oneThis is the document every arborist report, council tree policy and development condition in Australia points at. It covers how to decide which trees are worth retaining and how to protect them through construction, and it defines the root-zone calculations and the minor/moderate/major encroachment categories that decide whether your design is a problem or not. The 2025 edition supersedes AS 4970-2009 and renames things — the formula-derived circle is now the notional root zone and the tree protection zone is the physical fenced area on site.

You almost certainly do not need to buy it for one back yard — an arborist applies it for you, and the calculator below does the arithmetic free. Note also that most WA council policies still name AS 4970-2009, so expect the older wording in council paperwork for some time yet.

Why this oneThe regulator's statement of the removal thresholds, which is the number you need before you decide whether that super six fence or fibro shed is a demolition line item or a licensed-contractor line item. A licence (Class A or B) is required to remove more than 10 square metres of non-friable asbestos-containing material, and any amount of friable material requires a Class A licence. Anything built in WA before the mid-1980s should be assumed to contain asbestos until proven otherwise.

A homeowner working on their own home also has duties under the Health (Asbestos) Regulations 1992 and must dispose of the material at a facility licensed to accept it — ask your local government environmental health officer before you touch it.

It states that the plans are indicative only, that they may show lead-ins to the property or mains at the boundary but may not contain specific details inside your property boundary, and that you should never assume the depth of a pipe or cable. Read this before you lodge, not after the plans arrive and confuse you.
Change this for PerthBYDA is national. In Perth the responding asset owners are typically Water Corporation, Western Power, ATCO Gas and the comms carriers, and each replies separately with its own plan set and its own conditions — so expect several emails, not one document.

Sewer reticulation pipes of 300 mm diameter and under are named as the most common asset found inside private property — which is most Perth back yards.

Why this oneThe rule that catches Perth renovators: you must establish where Water Corporation assets sit before you lodge anything, and clearance requirements apply to houses, sheds, garages, carports, pools, spas and retaining walls. It sets different clearances for structures on piles and structures without them, and requires piles to be founded at least 300 mm below the zone of influence or to refusal in stable rock. Easements can often be built over if the technical guidelines are met — which is why you draw them as a zone with a note, not as a no-go.

Most building work valued at $20,000 or more that needs a building permit must be done by a registered builder; home indemnity insurance is required on permitted work valued over $20,000; contracts between $7,500 and $500,000 fall under the Home Building Contracts Act 1991, must be in writing and signed by both parties, and must come with a "Notice for the homeowner" before you sign. Read it before your project grows past $20,000 rather than after.

It lays out the five things the call is testing — need, budget, authority, timeline and whether the job fits what the company is good at — and, unusually, gives the actual wording for declining a job politely. One contractor quoted in it cut roughly 40 per cent of wasted lead time after tightening up the phone stage.

Members are vetted and bound by a code of ethics, which is not a guarantee of price but does mean there is somebody to complain to. Use it to source the second and third quote so you are comparing businesses of similar standing rather than a company against a bloke with a ute.

Why this oneIACA members are AQF Level 5 or equivalent consulting arborists, and membership requires no involvement in tree removal or pruning work. That last condition is the whole point: you are buying an opinion on whether a tree can be kept, and it should not come from someone whose other revenue is taking trees down. The directory filters by state, including WA.
Change this for PerthIACA is headquartered in NSW and the WA member list is short. Arboriculture Australia also runs a national directory, and several Perth consultancies hold AQF5 without IACA membership — treat this as one filter, not the only one, and always ask to see the qualification.

It states the arithmetic plainly (gradient = rise ÷ run, and ratio to percentage is 100 ÷ the denominator) and works a real example: a 4.2 m patio at 1:60 needs 4200 ÷ 60 = 70 mm of fall. It also separates endfall from crossfall, which is the distinction most people miss when they set out a patio.

It also sets the working targets — most plants do best between pH 5.5 and 7.5 in CaCl2, with 5.5 as the minimum for topsoil.

You order by street address, title reference or lot-on-plan, and you do not have to own the property to order it.
