Irrigation 2 — Measuring your water: scheme supply versus bore

Everything downstream depends on how much water you actually have. Measure your available flow and pressure properly, and understand what a bore changes — including that the roster still applies.

The last lesson gave you the physics. This one gives you the four numbers you feed into it. Every decision from here — how many sprinklers fit on a station, what size the mainline is, whether the design fits inside your legal watering window — comes from measurements you take this afternoon with a pressure gauge, a bucket and a stopwatch.

The temptation is to skip it. Most retic on this coastal plain was installed by someone who assumed Perth mains water is plentiful. If your existing system mists in the middle and dribbles at the end, you are looking at the result.

Two things before you start. First, if you are renovating you may not know what your garden actually runs on — roughly one in four Perth households water from a garden bore, and plenty of owners have never been told. Second, everything in this lesson is measurement, which you may do yourself, but two jobs it points at are licensed trade work in WA and always will be: the connection to scheme water including the backflow device is a plumber’s, and anything touching bore pump wiring is a licensed electrical contractor’s.

What a professional does at this stage

An irrigation designer will not quote a system off an address. They turn up with a gauge and measure, because the supplier’s published numbers are useless as a design input.

Water Corporation’s commitment is 20 litres per minute at your meter, and its licensed pressure band in the metro area is 15 to 100 metres head — roughly 150 to 1,000 kPa. Design to the bottom of that and you build a trickle system; design to the top and you build one that fails every February.

The second thing a professional does is measure at the right time. Water Corporation states that pressure drops during peak demand between 6am and 9am and between 6pm and 9pm. Those are precisely the hours your retic is legally allowed to run. A reading taken at 2pm on a Sunday measures water you will never be permitted to use.

The four measurements

Static pressure

Buy a hose-thread pressure gauge — any retic shop carries them. Screw it onto the tap closest to the meter, turn everything else in the house off, open the tap fully and read it. Take the reading twice, once at about 6.30pm and once at about 6.30am, and design to the lower one.

Two Perth-specific corrections. Every metre your garden sits above the meter costs about 10 kPa, which matters on a stepped block or in the foothills. And if your meter was recently replaced your pressure may have dropped — Water Corporation notes that an old meter with a failed internal valve or filter was sometimes flattering you.

Flow rate

Use a bucket you have actually measured; nominal 9-litre buckets are routinely not 9 litres. Open the tap fully, time the fill with a stopwatch, and repeat three times. Discard any outlier, average the rest, then:

litres per minute = litres ÷ seconds × 60

Cross-check it against Water Corporation’s own method: everything off, read the meter, run the tap for exactly 60 seconds, read the meter again — on a mechanical meter the red digits are litres. Newer digital meters display live litres per hour, which beats both. If the methods disagree badly, request a free pressure and flow test at your meter through the low water pressure page.

Working pressure

This is the measurement almost every DIY system skips, and the one that explains its failures. Static pressure is water standing still. The moment water moves, friction in the service, the meter, the backflow device and your own pipework eats into it. Read the gauge while the design flow is running — a gauge with a pass-through hose outlet is the easy way, otherwise gauge one tap while another runs at a measured rate.

The gap between the two is your loss before the mainline even begins: static 480 kPa falling to 300 kPa at 25 litres per minute means 180 kPa has already gone. Nozzle charts assume pressure at the head, not at the meter.

Set a design flow, not a maximum

Never design to the number you measured. That was a good day, on a system a year younger than it will be, with nobody else in the house using water. The working rule in the trade is to design each station to no more than about three-quarters of your measured available flow. Write that reduced figure into your workbook and label it clearly — it is the number Lesson 3 tests every station against.

Service and meter size

Open the meter box and note the size stamped on the meter body, plus the size and material of the service pipe running to the house. Nothing downstream can outperform that. On older Perth homes watch for galvanised service pipe: it corrodes inward, and a nominal 20 mm pipe laid in 1965 may have half its bore left. Worth knowing before you blame your design.

Connecting irrigation to scheme water is plumbing work. Water Corporation’s Backflow Prevention Policy requires an approved backflow prevention containment device at the boundary of every water service connection. Retic sits in fertilised soil and dog waste; the device is what stops that reaching the main. Use a licensed plumber.

If you have a bore — or might have one

Find out. Turn the scheme water off at the meter, then start the controller. If the sprinklers still run, you have a bore. Power cables running from the irrigation box into the ground point the same way. Add the answer to your existing garden audit.

You will have one of two types. An older well bore has a metal cone-like lid, a suction pipe with a foot valve, a surface pump and often a manual on/off switch — which is exactly how gardens get left running for two days. A newer submersible bore sits in a flush in-ground box with the pump down the hole, and is more energy efficient.

Record these, and keep them with your house plans:

  • Bore depth and the aquifer it draws from
  • Pump make, model and rating, and whether it is submersible or surface
  • Measured output — run the same timed bucket test at the bore outlet
  • Standing water level, and salinity and pH from a water sample
  • Any bore log from the driller

The roster applies to bores. Garden bore users in Perth and Mandurah have the same two rostered days, the same before-9am-or-after-6pm window, and the same $100 fine. Water Corporation inspectors refer bore breaches to the Department of Water and Environmental Regulation, which issues the infringement.

The winter switch-off applies to bores. No sprinklers from 1 June to 31 August. You may run the system to the minimum extent necessary to keep the pump serviceable, and testing is capped at two minutes per station.

Licensing. No licence is needed to take groundwater from the watertable aquifer for domestic use or to water less than 0.2 hectares. At 2,000 square metres or more, or any commercial use, you need a licence from DWER. Check the Perth Groundwater Map for your maximum unlicensed bore depth before anyone drills.

Safety and quality

Bore pump wiring is electrical work around water. Engage a licensed electrical contractor and confirm the circuit is RCD protected — a WA home must have at least two RCDs, and only a licensed contractor may install or repair them. Do not lift or re-wire a submersible pump on your own on a Sunday afternoon.

Test the water before you design around it. Iron shows up as orange staining on limestone and paving and progressively blocks drip emitters, which can rule out dripline without treatment. Salinity constrains your plant palette harder than soil type does. Both feed straight into emitter selection.

The direction of travel

Perth’s groundwater is being wound back, not expanded. The bore roster was cut from three days to two on 1 September 2022, and under the state’s rebalancing programme licensed entitlements fall 10 per cent and Water Corporation abstraction falls 27 per cent from 1 July 2028. In May 2026 Water Corporation asked households to switch off a week early. Do not design a garden that only survives if the rules loosen.
