The money conversation: Perth budget bands and what they actually buy
The single most useful thing a professional knows is what a number buys. Realistic Perth ranges for a courtyard, a full backyard, retic, paving, decking and a retaining wall — so you can size ambition to wallet before you fall in love with a drawing.
Most people go about this backwards. They collect images, fall in love with a layout, get it drawn, and only then find out it costs three times what they were prepared to spend. Then they cut the wrong things — the drainage, the soil, the retic — because those are the invisible parts, and the garden fails four years later for reasons that have nothing to do with the design.
A professional has the money conversation at the brief stage, before a line is drawn, because the number changes the design. It is not an awkward preamble to the real work. It is an input.
You are renovating, which means your budget carries a cost a display-home landscape budget does not: getting rid of what is already there. Ripping out tired retic, breaking up a cracked slab, carting away spoil and paying tip fees all happen before a single new thing appears. Budget for it as a real line, not a rounding error.
What a professional actually does at this stage
A good designer does not ask “what’s your budget?” and wait for you to guess. They give you bands and watch which one makes you flinch. That is faster, kinder, and it produces a real number rather than the number you think you are supposed to say.
They also do three other things:
- Price the ground before the finishes. Excavation, drainage, retaining and soil come out of the same pot as the paving, and on a Perth block with limestone at 400 mm or a two-metre fall to the back fence they can eat half of it. Your findings from Perth soils and the levels survey belong in this conversation.
- State the three-way trade out loud. Area, quality and time. You can fix two of them; the third moves. A client who wants the whole 200 square metres, in natural stone, finished by Christmas, is going to be disappointed by one of those three, and it is better to choose which now.
- Name what is being excluded. Most quotes that look cheap are cheap because something is missing — drainage, soil preparation, disposal, the plumber’s cut-in, the electrician. A professional says so.
If a designer will not discuss money before drawing, they are going to waste yours.

If a range in this lesson matters to your decision, do not take it from here — go and build the number. Ring three Perth suppliers for the material, add a labour rate, and compare that against the quotes you get. That method survives inflation; a number in an article does not.
Perth budget bands
These are bands for a renovation on an established suburban block, based on the sources above and dated to August 2026.

Notice the turf line. Material is $11–$13; installed is $15–$25. Almost all the variation in a landscaping quote lives in the labour and preparation, not the material — which is why comparing quotes on brand names tells you nothing.
Why the same paving job varies by a factor of three
Eight things, roughly in order of how much money they move:
- What is already there. Removing an existing slab or old paving, and carting it away, before you lay anything.
- Access. Machine access down the side means a bobcat. No access means wheelbarrows, and wheelbarrows are days.
- Base preparation. Deep sand needs compacted road base. Shallow sand over limestone may need the limestone broken out.
- Falls and drainage. Getting water away from the house properly costs more than getting it roughly away.
- Cutting. Curves, diagonals and lots of edges mean saw time and waste.
- Edge restraint. The thing people delete to save money, and the reason Perth paving spreads and drops at the edges within five years.
- Quantity. Small jobs carry a mobilisation cost. Forty square metres will not cost half of eighty.
- Material. The part everyone focuses on, and often the smallest variable.
Contingency, and the rules that protect your money
Hold back 10% minimum on a renovation, and 15–20% if you have not opened the ground yet, the block slopes, or you do not know where the services run. On a renovation the surprises are underground and they are somebody else’s — old soakwells, buried rubble, a retic mainline nobody documented.
Quotes also go stale. Perth tender prices rose 5.4% in 2025 and are forecast to rise 5.3% in 2026 (RLB Riders Digest, current as at 31 December 2025). A quote you sit on for six months is not the quote you were given.
Three WA-specific things worth knowing before you hand over money. Landscaping is explicitly covered by the Home Building Contracts Act 1991, so a fixed-price job between $7,500 and $500,000 must be in a written, signed, dated contract. The deposit is capped at 6.5% of the total. And home indemnity insurance — which most people assume covers them — does not apply to landscaping done on its own. If your landscaper disappears, that safety net is not there. The detail is in the regulations above and is covered properly in contracts and variations.
Setting your number
Write down two figures: the total you are willing to spend, and the contingency percentage sitting inside it. Then decide whether that is one project or three. Staging is not a defeat — a staged Perth garden usually ends up better, because you get to watch how the first stage behaves through a summer before committing to the second. Why this oneA quantity surveying firm's annual Perth cost book, free as a PDF, and the only dated Perth-specific landscaping rate published by anyone with nothing to sell you. Page 32 gives dense landscaping around buildings including shrubs, plants, topsoil and grassing at $120–$160 per square metre, and grassing only including topsoil, sowing and treating at $50–$70 per square metre. Page 14 gives the Perth tender price index — 5.4% actual for 2025 and 5.3% forecast for 2026 — which is the number that tells you how fast a quote goes stale.
Change this for PerthThese are commercial construction rates for large, open, machine-accessible areas. A 40 square metre suburban backyard with side-gate-only access will cost more per square metre, not less. Use the RLB figures as a floor and a sanity check, never as a quote.

Read it before you pay anyone a deposit, not after.

It publishes Perth landscaper hourly rates of $58–$115, paving at $63–$170 per square metre, reticulation at $1,675–$4,725 and hardwood decking at $315–$790 per square metre. Useful for arguing with a quote that sits far outside the band.
Change this for PerthThis is a lead-generation site, not a research body. It is aggregating other people's published guides rather than measuring completed jobs, so the ranges are wide and the low end usually assumes flat, clear, easy-access ground. Treat it as a plausibility check, never as evidence of what your job should cost.

Pavers — current retail prices
Midland Brick
Why this oneWA's largest paver manufacturer, based in South Guildford, publishing live per-square-metre retail prices rather than making you ring for a quote. At the time of checking the 80 mm ranges sat between $73.66 and $100.33 per square metre for Easilock, Dekopave, Coachlock and Flagstone. That is the supply-only half of a paving quote, which is exactly the number you need to work out how much of a quote is labour.
Change this for PerthPrices shown are retail, not trade — a landscaper buying volume will pay less, and some ranges are priced by pallet or per thousand rather than per square metre. Sand, road base, cement, edge restraint, cutting and delivery are all extra.

West Coast Turf
Why this oneA Perth turf grower that publishes actual per-square-metre prices — $11 for Zulu Kikuyu and $13 for Village Green at the time of checking, minimum order 10 square metres. Put that beside an installed rate of $15–$25 per square metre and you can see the labour and prep component of a turf quote as a single subtraction. That subtraction is the most instructive thing a first-time client can do.

Why this oneA Perth reticulation and turf contractor who publishes a full itemised price list including GST, which almost none of them do. It gives $110 for the first quarter hour then $121 an hour, turf supplied and laid at $15–$23 per square metre for Wintergreen and $19–$25 for soft leaf buffalo, controllers at $440–$1,090, plus the two line items people always forget: $250–$280 for a licensed plumber to do the retic cut-in and $250–$280 for an electrician to hardwire a controller. It also prices spoil removal at $520 a trailer load, which is a renovation cost a new-build budget never sees.
Change this for PerthOne contractor's rate card, not a market average, and it carries no last-updated date. Use it as a template for what a properly itemised Perth quote looks like and to check whether someone has left the plumber and electrician out of their number.

Why this oneUp to $200 credited to your Water Corporation account when an approved Waterwise Garden Irrigator detects and repairs pipe leaks or replaces faulty solenoid valves. It is the only direct subsidy on Perth garden work worth chasing, and on a renovation where you are salvaging an existing retic system it can cover a meaningful share of the fault-finding. The page is also clear about what is excluded — general maintenance checks and broken sprinklers are not covered.
Change this for PerthPerth and Peel only, existing Water Corporation account, one claim per customer, and you must be home to receive the signed checklist. The round shown at the time of checking covered work completed between 1 September 2025 and 31 May 2026 — confirm the current round's dates on the page before you plan around it.

Why this oneThe WA industry body's own member directory, searchable by category — landscape designers, landscape builders, commercial landscapers, paving specialists, suppliers — and by region, from Perth and Mandurah/Peel out to the Kimberley. Members are vetted and bound by a code of ethics, which is not a guarantee of price but does mean there is somebody to complain to. Use it to source the second and third quote so you are comparing businesses of similar standing rather than a company against a bloke with a ute.

Why this oneThe Australian trade standard for construction cost data, published out of Perth, aimed at projects up to $1.5 million — 330 pages, 27 trades and 6,337 cost data lines including regional indices and labour constants. If you are pricing a large or unusual job, or you want to argue a quote line by line, this is what the estimator on the other side of the table is using. For almost every suburban backyard it is overkill.
Change this for Perth$450 is hard to justify for one garden. The free RLB Riders Digest Perth listed above covers the same territory at lower resolution and is the right starting point; buy Rawlinsons only if you are doing this repeatedly or the project is large enough that a 2% pricing error exceeds the book price.

WA regulation changes. Each point below names its primary source and the date it was last checked — always confirm with your own council before you build.
The Home Building Contracts Act 1991 (WA) applies to fixed-price contracts for home building or associated work valued between $7,500 and $500,000. Landscaping is explicitly named as covered work. Those contracts must be in writing, contain all terms, be dated and signed by both parties — an oral agreement does not comply.
